When I open a previously saved level for editing in UE5.0.3, visibility for all assets is off and it will not let me turn on visibility. Seems to happen randomly when I open UE5.
Could you check your “Levels” window?
Window > Levels
It says “This feature is disabled when World Partition is enabled”. However under the World Partition editor is says “World Partition streaming is not enabled for this map”. Also checked under Project Settings and Is World Partitioned is disabled.
I’m not so sure because I don’t have a lot of experience using the world partition function.

How about make new level and copy and paste all actors into it?
While it allows me to copy the folders from Outliner in the “locked” level, when I paste them into a new level they remain locked (e.g. cannot make visible). Really weird!
Try “Window” → “Load Layout” → “Default Editor Layout”
