Cannot swing my pickaxe when I put destruction and damage on

Whenever I try to swing my pickaxe in game it won’t work and I’ve turned on pickaxe destruction, Pvp pickaxe damage, and start with pickaxe

I had this happening, and in my case, it’s because I was underground. If that’s the case for you too, you need to add an underground zone (I think it’s called).
