On this site Unreal Engine Community the Submit Bug Report button does nothing.
Try this at another time or leave the page and sign in again.
This also happened to me once, but it was elsewhere on the website.
I think it may have been my fault, because I was too long without clicking something on the website, the Login may have been broken. Then when you click the submit button nothing happens.
That’s what happened in my case at least.
