Can you parent bones to an object/Blueprint?

I am trying to create a telephone with a base, reciever, and cord. The reciever is one BP and the base is another BP.

The cord is a skeletal mesh with bones. I want one end of the rig connected to the base, and one to the reciever.

I am not sure about how I would get a specific bone to do what I want, for example, set it to the location of the reciever per frame so I can move around with the cord.
