Can UE4's VR In-Editor Creation Tools be Adapted for gameplay?

UE4 has inbuilt creation tools for placing objects etc. I’m just wondering if I can adapt this functionality to build things in game? All I really want is the player to be able to place actors from a HUD onto the map, move, delete and rotate using Vive controllers. Think of a RTS type game in VR.
