Previously i can use it just by emote (press b and search for grafitty i need), but now i see this inscription.

Hello Lifning, Welcome to the Forums.
I experienced the same thing. Turns out: sprays will only work in a published map.
A google search for “uefn graffiti” returned my thread as the top result

Even if you manually try to get the decal reference, all the graffiti are disallowed assets so even if you somehow managed to bypass the Not Ready yet, it would just fail to validate.
However if you really want to have a graffiti on top of a wall or something you CAN import a texture yourself and then using the Decal Device you can put that texture on a wall, provided it has this option set to ON
