try to build on Ice Block, it doesn´t work

You can build at the Ice Block

Additional Notes
The Problem is you can build now on Ice Block Areas because i use Floors, that the Player can build on such Areas, this cost a lot of Memory if you use thousand of floors, i try different Settings from the Ice Block that the Player can build on Ice Block but none of this have worked!!!
