I think you mean motion blur? You can disable it(set intensity to 0) in post process settings.

Yeah, motion blur is in post process volume settings. You can change the walk speed in defaults tab of your character BP > Max Walk Speed.

where is the defaults tab of your character BP ?

When you open up the MyCharacter BP you’ll find the three tabs at the top (From Left to Right): Defaults, Components, Graph.

You can find the default settings here to adjust or you can go under the Components tab and select Character Movement in the left panel to set a new default there at the source.
