Can I make one common AI for a lot of NPC?

I’d like to create one AI which can give instructions for Characters: be passive, run away from Main Character or stay nearby (all characters could diy by Main character)
I know how to do it when each NPC has personal AI. But I wondering, can I create “crowd” system when everyone doing what one AI tells them?

Extend the AI Controller and script it there, have the pawns use it.

You can also look into the Mass Entity system if you have the time and courage

It’s a lot more complex, but build specifically for controlling many objects
