[BUG] Realtime Lumen Global Illumination doesn't work well with "Allow Static Lighting" unchecked

If I disabled the “Allow Static Lighting” which having lumen enabled in unreal engine 5.1. it makes the shadows extremely dark and global illumination disappeared from most objects specially if I use Quixel Megascans’ assets.
It starts working again if I enabled the option “Allow Static Lighting” from the project setting.
