Bank Vault does not take damane when environment damage is off (again)

this was fixed in 34.20 but it has reappeared

Summary The Bank Vault’s weak points don’t take any External damage if Environment damage is set to “off”. This makes the “weakpoints take external damage” setting on the device useless if the setting is not enabled. This makes it so that any player that can damage the vault can also damage any buildings placed during create mode! Steps to Reproduce

Place a bank vault and in the island settings set “environment damage” to “off”. Now start the game and try to damage the weakpoints.

Expected Result

Weakpoints take damage.

Observed Result

Weakpoints not taking damage.
