Summary
Setting the region setting for match making to Auto fails to match players in the same region into a lobby. Sitting in the same room on the same wifi as a player on my friends list and Auto region match making places us in different lobbies constantly. Setting our region to the same manually and joining the queue places us in the same lobby.
