Assets are not building hlods properly

Summary

after doing so messing around trying to fix my hlod issue in my projects. I discovered that Hlods Don’t build properly for some assets! This would include modular terrain ch5 to ch7 & and new biome terrain stuff and most trees from ch4 to ch7 don’t build. I don’t know if its doing the same thing when you build from the toolbar. but i was building hlods from selection in the outliner. which is how i discovered this. also want to mention the bug terrain stuff from ch6s4 builds the vfx on the prop too which leads to ugly default unreal engine texture showing up.
these assets not building properly also might be the reason why hlods have been failing for people lately as many assets might just be bugged

Steps to Reproduce

place any new terrain like the underworld terrain or new volcanic terrain anything from ch5 to ch7 (this might be part of it but just to test put a terrain material on the modular terrain using texture data stuff) also place chapter 4 to ch7 trees or anything inbetween. have big projects and build from the outliner > select all assets > build hlods from selection and see if it builds all the assets.

Expected Result

all assets that are selected to be in an hlod should build all assets. this would mean including in hlods is checked on for those assets

Observed Result

half of it builds but no trees or modular terrain builds bug terrain also builds vfxs for some reason leading to ugly default unreal engine texture
