Summary
Details panel sometimes will flicker and it gives motion sickness and makes it hard to press anything. This happens on a lot of detail panels for a lot of actors, and seen on multiple PCs and laptops.

Steps to Reproduce
Press the details of the actor IceCastle_Torch_Red_C
Scale the UI to be vertically and horizontally to be around the same ratio as seen in this image: Imgur: The magic of the Internet
Scroll with scroll wheel up and down (happens on certain positions of the UI, not always, kinda hard to repro)
Expected Result
UI doesnt flicker left and right

UI flickers left and right, as seen on video
