Animation Slowing down when increasing framerate?

Why is this happening?

I’ve placed a Quinn asset running the standard run animation behind the meta human demo, as example. On my computer, I can’t use unreal without setting fixed framerate (stutters every 2-3 seconds when not set to fixed framerate). However when I set fixed framerate, I notice that some of the animations now appear to change their speed of animation if I set the fixed framerate to a higher value. I’d like to be able to run my application at 60+ FPS, but that seems to affect the animation speed. See video example of changing to various rates and quinn’s run cycle slowing down, while the Level Sequence does not seem to be affected.

why is this? how to get consistent results?
