AI behavior tree actors not animating in sequencer?

I am trying to get AI behavior tree actors to play in a sequencer animation. I am using streaming levels and have the navmeshes runtime generation set to dynamic. I also have the navmeshes in the persistent level and not in the streamed in levels.
The ai actors are placed in the streaming levels though. I am using level visibility tracks in sequencer though.
Could someone help me with what the issue might be?
