Since the 40.40 release VFX Powerup Devices with ‘Custom Effects’ are not always persisting when a player is eliminated.

Steps to Reproduce
- Make a simple Niagara System with a Mesh Render using default Cube mesh
- Set Niagara System as ‘Custom Effect’ in VFX Powerup Device that has ‘Persist on Elimination’ Enabled
- Start Game & Pickup VFX Powerup Device
- Respawn
Expected Result
The VFX Powerup Device persists for the player after eliminated.
Observed Result
The VFX Powerup Device seems to only persist every other time a player is eliminated.
