4.25.3 won't let you package New Plugin without vs2017

Hi all, I created a new Plugin in a blank project and I cannot get it to package without vs2017 even though I have vs2019 installed.

Here is the error:
UATHelper: Package Plugin Task (Windows): ERROR: Visual Studio 2017 must be installed in order to build this target.

I googled the error and no one seems to have recent issues with regards to 4.25.3 and vs2019.
