xbox controller only works when holding home button

in editor i can use my xbox controller ,in standalone i can use my controller, in dev build (using steam/advanced sessions) my controller only works if im holding the big home button in the middle of it.

i figured this is steam but not sure what to poke at first
anyone had this issue or info on it?

so its the steam controllerconfig overide thingy,
anyone know how to disable that?
