World Partition - always loaded

I setup world partition a while back in previous versions for a large open world, all seemed to work as expected, but since converting to 5.3.2 all the cells seem to be loaded constantly rather than streaming in/out. It doesn’t seem to matter if “Is Spartially Loaded” is ticked or not…both seem to have the same outcome.

Also when I run any of the wp debug console commands, it shows everything as always loaded all the time too.

I am a bit stuck with what to try next? is this a bug of some sort…have I missed some setting? I am not even sure what info to post that would be useful to help diagnose the issue? If anyone’s got similar experiences or solutions would be great to hear from you…

In case anyone else ends up here…turns out this was my own stupid fault after all, I was running as the listen server not client when playing, a few other things I was expecting to work in a certain way also didn’t and I found this article helpful in explaining a few things, helped me so hopefully might help someone else:
