Unreal engine is really great, but… I could not find any way to simulate windzone like effects, where there will be some global wind and then localized control in form of a volume or a trigger to simulate no wind (less wind) inside building etc. Controlling global wind force is not a good idea, because it can’t be used for all actors in the game. Some actors will be outside building, and some inside.

Is there way to control wind strength affecting individual actors’s cloth simulation by some kind of trigger or volume?

Did you try to use the “Wind Directional Source” and set it to “Point Wind” with some Radius ?
