I have a serious problem with my system and I cannot fix it, for now.
So I’m asking if there would be a way to use Unreal Engine in safe mode, and eventually build games for this mode.

Likely impossible, Windows restricts you to the most basic drivers and software in Safe Mode.
Use Safe Mode to backup all your content and reinstall windows.
