Hello,
I just recently installed Unreal engine 4.17.2 on Windows 10. I have 8GB ram, i7 processor and 2GB video memory. Whenever I try to create/open a new project it loads fine until it hits 96% then it totally freezes up. It’s not giving me an error message. I’ve also tried directly launching it through the .exe. Same problem though.
Any solutions? Thanks. 
Edit: It’s happening at 45% now.
