Memory Radeon R7 Performance 4+8 ( no problems, MemTest was held repeatedly )
Asus b350m-k prime motherboard
SSd is not available, there is a simple hard drive
VEGA 8 drivers, put different versions
Net Framework 3.5>4.5 installed
Visual ++ 2005-2019 installed
Windows updates Installed
About Windows itself, I put Windows 8, 10( builds 2004, 1909, and 1709 ) - the problem was not solved, there can be no problems with the power supply, all drawdowns are minimal , or they do not exist at all
