-windowed switch no longer working with VS2017

I’m collaborating with a buddy of mine and he was not having luck with using the -windowed flag when testing uncooked content via the editor runtime, but it was working on my end. After troubleshooting an unrelated issue we realized he was using VS2017 while I was using VS2015, so I updated to 2017. Since then my -windowed switch will no longer work.

Has anyone else else seen this? Is there a better way to configure my uncooked game to run in windowed mode?

Actually, it looks like for some reason the resolution of the window is what changed, the game was in windowed mode but was so big it was hard to tell.
