Wind Sensing And Data capturing

There is a city designed in unreal engine. The city have a global wind speed and a wind direction. when a person roam in a city with VR headset on he fill feel change in wind speed and direction as he moves between building , houses , trees etc etc . I need to change the speed and direction of wind the player experience based on his position and surrounding and the change should be realistic and logical.

The approach i thought was I will put a zone in the city and when the person will enter a particular zone i will change the wind speed and direction he will feel , but this way cannot be used as the change will be hardcoded and unrealistic plus city is too big too apply zones ever where.

It would be great and i will be thankful if Any one can give any approach , idea, solution, plugin , video or anythingh that can be of help.
