I’m buying a PC as a gift for a person who needs to use an unreal engine and I have a question if this engine will work on the PC with this Technical Details:

I’m just want to know if for beginning if it is any good to use Unreal Engine 4

It should be fine, but RAM is on edge of usability, the more RAM the better for UE4 as it eats up a lot of memory, 16GB is more optimal.
But why FX? FX series CPUs don’t have good reputation not to mention it’s not really full 8 core as 2 cores compute components, you can’t get some cheap Ryzen, like last generation 1700 or 2700? Any Ryzen is hell better CPU then FX. CPU matter mores in game development and more cores too as you gonna do lot of multi tasking and processes you gonna deal with (shader compilation for example) scale a lot better in multi threading. And you can always run editor in non real mode (render only on change), ofcorse im not saying you should slack on GPU, it needs to run today games at least for comftible UE4 usage.
Good day. It’s my personal opinion. I would recommend you not to use AMD. Better buy any Intel i3,i5,i7 depending on your budget, but most importantly the latest generation (the ninth generation, in the extreme case of the eighth). Video card gtx1050 or gtx1050ti but the latter is more expensive, although I have the gtx1050 and I am satisfied. Memory (RAM) depending on the size of the project you are going to work on. You can use 8GB, but I would recommend starting with one 16GB bracket, and then adding another 16GB. И последнее, используйте винчестеры SSD.
