Will UE4 scale an image?

Given I’m having so much trouble getting layer blends and splatmaps to work, splatmap going black all over
and layers not painting correctly even tho I follow the tutorials to the letter and use 16bit data to give me
the best possible info.

If I use one image as a base texture on an island sized at 4033.
I belive a heightmap of 1892x1892 will scale back to 4033x4033 and give me much better detail map wise
I can even set the component size from 32x32 to say 48x48 to add detail correct?

My main issue is if the single texture image of 1892x1892 and set the landscape Cord’s to 4033 or 4096 will
the engine scale it by %50 and cove the landscape correctly for use untill find a tutorial to texture using
weightmaps because splats seem so unreliable and hand painting is so bad right now I can’t see what
I’m doing with blotch’s of black and paint filling whole cells or not working at all.

World Machine as a UE4 macro that outputs 12 files how come we can’t bang thos into blend node or what ever
nodes they need a blaze a texture all over our maps that is AAA quality, beats me, there High Medium and Low
Masks Splats and Normals we can use,maybe we can but I have not found the step by step tutorial and for learners
know what nodes can/will work is imposible without hounding the forums and being a pain.
