I am interested in working on EU5, so I’m planning on getting a new machine for it (laptop) for beginner work games/vids etc, would this be good for it

Yes I think it will be good enough for UE5. It really depends on what you want to create.

Creating a game in Unreal Engine does not always need a powerful PC, but creating a game with great visuals and graphics does. So it depends on what game you want to make.
Anyway, the laptop you mentioned is already top of the line and very new. It will be enough for you.
I personnally use a i7 8700 + RTX 3060 PC, which may not even be as powerful as your PC and it works fine for me.

Actually I think buying a asus rog too. Are you pleased own rog? Asus tuf series really bad look like. Of course not same specs your laptop.

Graphic Card : RTX 3050 ti
Ram : 16
Should buy this laptop? I’ll use ue4 and making basically indie 3d games for learn game dev.
