wiggle, shake an actor with blueprint or ?

In After Effects you could add noise to an animation path . I want to ‘wiggle’ a transform axis so that it looks like it is vibrating or handheld . I know how to do this to cameras but how to add noise to an actor’s transforms ?

I once made an actor component for that. It shakes the whole actor. But I think it works only if the actor is not moving.
