Why on earth is sequencer frame rate dependent?

If it is intended to be used for animation it should be based on time, not frame count.

Maybe there is just some toggle box I missed? I got the snapping mode set to seconds.

This makes sequencer pretty useless for anything that is designed to be on any machines with different hardware than the one the sequence was created on.

Please tell me I am just wrong and missed some obvious option somewhere.

I create the sequence on a machine with a 980, take it over to a machne with a 1080 and the experience is completely different.
