Why is there an unknown error when packaging?

I have moved this project to 3 new projects and no matter what, it keeps failing. I don’t understand anything in the output log that is causing the issue.

I have tried blank game projects and blank film projects. It is a single scene with an avatar connected to a basic animation and a LiveLinkFace blueprint to control the face using iPhone.
