Why is the fps lower playing in a packaged build than playing in editor?

UE version is 5.0.3. VR project.
I get 45 fps in editor, but 30 when I the project in a packaged build.
I want to know the reason and how to get higher fps in a packaged build.
And there was no difference between DirectX11 and DirectX12.

The PC’s spec

  • i7 11700F
  • RTX 3060
  • RAM 32GB

What are your graphics settings for the packed build?
Unreal by default sets them to high values on cook.
Do you have any graphics options in game to change them at runtime?

I had set the GameUserSettings.ini file.
Then I got 45 fps.
