Why is my rendered video looks odd? (speed problem)

Hi,
I’m using a virtual TV set, and in it I placed video material on a plane to show weather forecast.
I’ve just rendered a movie sequence (3840x2160) of the set and realized that the weather video is playing way too fast.
When rendered in 1280x720, the video is playing at the same speed as the original source file.
Could someone explain why this is happening and how I can fix it?

Wild guess but I am assuming the video of the weather cast is flipbook or in format that has a different frame rate then the main movie that you are exporting, so it is skipping frames or playing at it’s frame which makes it appear to be faster then normal if it was playing at it’s proper frame rate.
