So when i go to create a NEW level it opens up COMPLETELY black.
BUTTTTTTTTTT heres the catch, the first level i made is completely fine.
i genuinely do not understand this engine, sometimes its smooth and happy, sometimes its just… yeah.

You could try resetting your editor layout first, since sometimes the viewport can become corrupted or display incorrectly.
Window > Load Layout > Default Editor Layout
If that does not solve it, I would also recommend running a Verify on the Unreal Engine version you are using through the Epic Games Launcher. That can repair any missing or corrupted engine files that might be causing the issue.
