Why is my FPS going down from 300 to 200 after packaging ? (UE5)

I have made all the adjustments I can to get the highest FPS out the project but it drops 1/3 after packaging. Its not auto smoothing, I checked that. I also set the project setting to scalability and the tooltip for that option suggests that it might be automatically overwriting the scalability settings I have set in the editor. “(based on hardware)” If my hunch is correct then is there a way to overwrite that behaviour ? Also I have monitor performance enabled in editor.
