Why is it that I can't Cloth Paint this skeletal mesh?

I can’t get the clothing tap to show and the Activate Cloth Paint does not work. This is what the mesh looks like in Blender. The bones are actually in the middle, they just appear to be in front.

If you are talking UE5 then I am also having the same issue.
Some models I cannot get Cloth Paint to even activate :confused:

i am using UE4.

What I found is in UE4 go find your asset then click left and then right and it will open the cloth tool.
