Does your %VS120COMNTOOLS% environment variable point to somewhere such that “%VS120COMNTOOLS%/…/IDE/WDExpress.exe” is a valid path? You could also take a look inside VSAccessor module and verify that CanRunVisualStudio function is returning true.
