Why is a blank packaged project so big?

So yeah, I am basically trying to package a blank map, without starter content or anything, for windows 32 bit.
The issue is: there is no way to get a working cooked game that weights less than 70MB (?!?)
There is this folder taking all the space, but there’s lots of stuff that I am not even going to use!
Considering the fact that there are relatively huge indie games that weight less than 200mb, a blank project cannot be 70!
