Why does PlayDynamicForceFeedback work in Editor, but not in build?

We are developing an experience that uses both Vive and Oculus Touch Motion Controllers. Using the PlayDynamicForceFeedback blueprint node, we have added hand interaction feedback. This works fine in our 4.9.2 editor, but appears to do nothing at all in a build. Is this a known issue? Is there a work around? Is there any way it could work fine in editor but still be hooked up incorrectly?
