Why do we need to pay 100 EUR up front?

I am confused. Before I can proceed with setting up my game and even submit it for review, I need to pay 100 EUR. Now my question is: why?! I don’t even have a guarantee that my game will get published (you could simply deny it for not complying with some rules or whatever), so I would waste 100 EUR (which are unrefundable by the way) for nothing. This doesn’t make sense. I should pay for the service AFTER that services has been granted to me. Do I get a full refund in case my game gets refused?

This was done to prevent malicious actors from spamming the store (and its submission pipeline) with fake products. We settled on an industry standard 100 USD/EUR fee because it felt low enough for legitimate developers and high enough to deter trolls.

The fee is recoupable.

If your product is not accepted, the fee will not be refunded because that would negate its purpose. But you can submit additional materials or modify your game if you feel your game should be on the store.
