It asks for one or the other. You can pay $73 if you don’t want to wait or have an account that is at least 30 days old with at least 7 unique days of work (in UEFN, Creative, or UE). The work days count for any work no matter how small it is.
I think these requirements were put forth to counter some exploiters.
