Why developers in Belarus were blocked ? It is longer impossible to download UE4.

It seems that investigation could take a long time, so could you please provide us with information about which US law statement become the source of the ? Acquainted with them , we will have the opportunity to decide for yourself should we drop the UE4 due to the law. Thanks in advance!

Epic Games support is so kind, that don’t even want to answer letter sent to them more than 48 hours ago, describing , and whole thread just looks like ignoring the problem and simple excuses to reassure people.
Sadly, but I think it’s time to quit Unreal Engine and every product of Epic Games.

Well, if you want to describe posts of 6 moderators and 3 Epic employees as “Ignoring the problem” it’s totally your choice, but as said yesterday

things are already moving. However, due to weekend it may(Or may not) take additional time.

It has been 5 days and all we’ve heard is “We are looking into it”, so yes it’s exactly ignoring the problem. Great job, Epic Games!

Ok, maybe I was too rude about “ignoring”, it’s just kinda frustrating when you don’t even know the real reason for such blocking, while many other companies are still working in Belarus without any problem, and other countries are still available to use your product without blocking, and seriously, I can’t count US sanctions as a reason for .
I just hope that one month will be enough to get a final decision, whether Epic Games products will be blocked forever in our country or not.

Actually, a lot of the team are at GDC. Once GDC has calmed down and the team are back at HQ; The investigation should pick up pace. You have to remember in just a few short days, They’ve gone free and done two days worth of streaming as well as being on the show-floor, Working with partners and working their butts off.

I can understand the frustration, but the reason those epic employees have responded saying they are looking into it and without a definitive answer is because is an extremely complex situation requiring legal and political expertise to interprate vague language. I know some of you guys have projects that are now delayed, but I suggest that give them at least 1 week for a clearer response, to allow the team to get back from GDC and allow the legal guys to investigate/discuss matter fully and properly.

Note that the language of these sanctions is often intentionally left vague and difficult to interpret in order to intimidate a variety of businesses from engaging in commercial activity in that country when politicians can’t really justify placing a total embargo of all goods/services on a nation but want to cause “maximum economic damage” to bring a nation to the negotiating table as fast as possible. You will notice what they CAN justify is clearly spelled out (i.e. weapons/firearms) while the rest is very vague. From the stance of Epic’s legal guys, they could possibly be sued for nothing wrong if someone like the Department of Justice or a politician feels like it, because the rules are so vague that it could be interpreted as nearly anything. Thus its a crime when an official or politician wants it to be a crime. It’s really very much like blackmail. Now type of lawsuit is very rare, and also very unlikely to happen to Epic (usually politicians like to go after big companies that aren’t well liked by the public so they can gain popularity by “fighting the ‘evil’ banks” or insurance companies or the like) but these lawsuits do happen and that makes lawyers nervous, which is what the people who write these sanctions bank on. So, give them some time and let them make certain that cant harm them, im sure they will have resolved shortly.

Quick update – it turns out we were overly aggressive in the way we are blocking folks in Belarus and Lebanon. Our apologies for any and all issues caused for affected!

We are currently looking into tech solutions that would allow us to open up access to almost while still complying with US and EU law. It is most likely going to boil down to us not allowing certain first / last name combinations from signing up. We also need a process for folks that unfortunately share the same name as someone on the official “bad actor” list to still be able to sign up after verifying they are not the person on the list.

We already have someone looking at the code, have a meeting on Monday to go over all the tech details, and are making the implementation a priority. My hope would be for us to be able to deploy all by the end of next week. fingers crossed

Although I can perfectly understand that legalities prevented giving a clear answer, as these things tend to need time to be sorted out, I think the resentment present here stems from a bad PR move on the side of the Unreal team.
It doesn’t take much to create a forum post and link it in the 403 page.
Instead, all you get is cryptic message and a link to the “homepage”, which, of course, falls under the same IP restriction; one has to do a google search to try and understand what is happening.
You guys would have gotten much less bad rep if the page said something like “new and unexpected legal blah prevent us from currently blah. Please click here to join the discussion and know more”.

Acknowledged. Each country requires its own research to figure out what we can and cannot do and we have to take both US and EU law into account. The plan is to re-evaluate what we are doing for all of them.

why do you as US company have to care about EU law?
