hi i want to download ue3 for a personal school project because ue4 is hard to run on my pc where i can download it

You can’t. It’s not free.

would you like to explain to me more because its realy wierd for me to understand i mean there is a better version of it so why its not free and just in any case i will just use it for school project are not there any way to try use it

Because UE3 uses third party code, like Scaleform. UE3 license.
Why don’t you use UDK instead?

UE3 You have to buy unreal tournament 3. But UE3 is Difficult. the UE code and get a 3D model to work.
