I had the same issue and eventually figured out that the option has moved to a contextual menu in the PCG graph itself:
Since you can’t place a level directly into the PCG graph, I’ve been right-clicking on the level and using Create PCG asset from level, placing the resulting data asset in the PCG graph and creating the PCG Settings from there
