Where are the terrain tools in 2023.1?

Hello,

Thank you for reaching out in the community. The "Flat" and "Rocky grasslands" Landscapes will be located in Twinmotion's Library under Vegetation > Landscapes. Once placed in the scene and selected in the Scene graph, a Landscape tab will become available with additional options for sculpting and painting the terrain.
