You’re attempting to run the engine on a very old video card that does not support the required features. What is your video card?
This looks like 1366×768 res, too - it’s probably very dated hardware we’re talking about.
And there is no way to fix it.
Admittedly, one could run shader model 4.x around UE4 4.16. Although ‘run’ is too strong of a word, crawl to crashing grind would be more suitable here.
So you need a graphics card larger than 1366 × 768?
No, you can run that resolution. You just need DX11 capable hardware.
