Whenever I apply Resolution Settings, VSync always turns on

I deleted everything else and only left this:

But whenever I [Apply Resolution Settings] or just [Apply Settings], my frame rate gets locked at 75, which is my monitor refresh rate, and setting it higher via a console command has no effect. Why does this happen and how do I disable VSync? Is there something I’m missing?
