When using cine camera and sequencer Mass crowd members just pop in/out as the camera moves.

I am trying to create shots based on the city sample. I noticed, that using an animated cine camera actor with crowd simulation may result in unpredictable appearances or disappearances.

I tested the same scene setup with a game camera, and the issue is not present.

I have tried to change LOD settings in the render config, but no win there.
Is there a special setting for crowd rendering hidden somewhere?
