When I try to install version 4.25.1 it keeps saying prerquisites required and I get an error message that says "failed to install"

I have version 4.21 and when I try to update it to 4.24 or 4.25, it won’t launch UE after installation. Instead, it says “prerequisite required” and an error code LS-0019-IS-PQR3010 appears.
I tried uninstalling and reinstalling it multipe times and it still did not work. Does anyone know why?
